“I do not believe that it is NATO’s purpose to intervene in Iraq, nor do I believe that it would be relevant or proportionate or even well understood by people in Iraq and abroad,” Chirac said.
The issue is a hypothetical question at this point, Chirac said. “It can only be examined, in my view, if the sovereign Iraqi government were to express in no uncertain terms that that was their intention and to ask for it,” he said.
