New U.S. foreign aid policy based on recipient conduct

Reward nations by how they conduct themselves. That’s the gist of President Bush’s Millennium Challenge Account to be implemented in the New Year.

The program will favor countries whose governments are judged to be just rulers, welcoming hosts for foreign investment and promoters of projects to meet their people’s basic health and education needs.

Money doesn’t grow on trees. But you already knew that. And who better to hold money from than corrupt rulers and governments looking to exploit American generosity. We’ve long given American dollars in good faith to regimes working against democracy and freedom in the world. This way, our money won’t work against us but for us.
